Emergency Licence – COVID-19
Information & Requirements
Please review all of the information below before proceeding to the online application.
An emergency registration and license duration is 3 months and may be extended.
Note:

Fees
Applicants are not required to pay a fee for an emergency registration and licence or
professional liability protection. CRNNL will arrange for payment of professional liability
protection for applicants issued an emergency licence.

Who Can Apply
Subject to the emergency licensure requirements, an emergency registration and licence
may be issued to:
1. Former CRNNL licence holders (non-practicing members, retired, resigned or
lapsed);
2. Canadian licenced RNs and NPs; and
3. Recent Graduates not yet registered in another jurisdictions, who have not failed a
writing of the RN registration examination, and who are not applying for full
registration with CRNNL (e.g., New graduates of NL baccalaureate programs).

Categories of Emergency Licensure
An emergency licence may be issued in two categories:
i.

Emergency Licence without conditions (“EL”) may be issued to an applicant
who meets all emergency licence requirements, including providing proof that
he/she has practiced as a registered nurse or nurse practitioner for the
number or hours defined in section 12(1)(e)(ii) or 8(1)(b) of the Registered
Nurse Regulations ;

ii.

Emergency Licence with conditions (“EL-C”) may be issued to an applicant who:

a.

meets all emergency licensure requirements, including having practiced
as a registered nurse or nurse practitioner for the number or hours
defined in section 12(1)(e)(ii) or 8(1)(b) of the Registered Nurse
Regulations, but is unable to provide proof of practice hours; or

b.

meets all emergency licensure requirements, with the exception of
having practiced as a registered nurse or nurse practitioner for the
number or hours defined in section 12(1)(e)(ii) or 8(1)(b) of the
Registered Nurse Regulations, but who has practiced as a RN or NP
within the 24 months immediately preceding an application.
The conditions placed on an EL-C holder include:
i.

The EL-C holder shall be restricted to working with a specified
employer in a specified role with a defined function; and

ii.

The EL-C holder shall:
a.
Not change employers or their specified role without
informing CRNNL and receiving an amendment to their ELC;
b.

Not practice without an orientation to their role functions;

c.

Not practice without access to an identified RN/NP
resource person; and

d.

Adhere to any other conditions or restrictions placed on
their EL-C as may be specified by the Executive Director or
the Council.

Emergency Licensure Requirements for An EL or EL-C
The Applicant shall:
I.

Provide proof or a declaration of nursing practice hours:
1.
Proof of Practice Hours
a.
RN -1125 hours in the previous 5 years or 450 hours in the
previous 2 years; or
b.

NP – 900 hours in the previous 3 years;

An employer letter or other third-party documentation is required as

proof of hours. Former CRNNL licence holders are encouraged to view
their practice hours at MYCRNNL. Proof of practice will not be required
where documentation on file with CRNNL validates the practice hours
requirement is met.
2.

Declaration of Practice Hours
a.
RN applicants who are unable to provide proof of the practice
hours set out in 1(a) shall provide a declaration stating the
number of practice hours they have practiced in the previous 5
years or the number of hours they have practiced as a registered
nurse within the previous 2 years immediately preceding an
application for emergency licence.
b.

NP applicants who are unable to provide proof of the practice
hours set out in 1(b) shall provide a declaration stating the
number of practice hours they have practiced in the previous 3
years or the number of hours they have practiced as a nurse
practitioner within the previous 2 years immediately preceding an
application for emergency licence.

II.

Provide proof of Registration from each jurisdiction where the applicant has
held a licence in the past 12 months, where applicable. Proof may include a
verbal validation as facilitated by CRNNL contact to the applicable regulatory
body.

III.

Provide proof of identification (current government issued ID e.g. driver’s
licence, passport). Applicants may forward an electronic photo of the identity
document by email.

IV.

Complete Continuing Competency Requirements as set out in Appendix A.

V.

Provide a declaration that the applicant:
1.

has not been convicted of a criminal offence, or the details of his or her
convictions;

2.

does not have any physical or mental conditions or disorder that may or
does currently impair their ability to practice nursing safely and
competently;

3.

has not been denied registration in another jurisdiction
(province/territory/country) within the last five (5) years; and

4.

VI.

who holds or has held a registration/licence to practice nursing in
another jurisdiction, is not under review/investigation, suspended or
revoked; or does not have any disciplinary procedures commenced, in
process or pending.

Applicants providing a Declaration of Practice Hours for an EL-C will be
provided with an Employer Declaration Form and shall arrange for the
completion of the form by their employer, confirming that their employer:
1.

Understands the EL-C holder is restricted to working with a specified
employer in a specified role with a defined function.

2.

Understands the EL-C holder is not permitted to change employers or
their specified role without informing CRNNL and receiving an
amendment to their EL-C.

3.

Has reviewed the conditions on an EL-C.

4.

Agrees to provide the EL-C holder an orientation to their role functions.

5.

Agrees to provide the EL-C holder access to a RN/NP colleague to act as
a resource person.

6.

Will not reassign the EL-C holder to another specified role without
informing CRNNL and receiving confirmation that the EL-C holder has
received an amendment to their EL-C.

7.

Shall immediately notify the Director of Regulatory Services if the EL -C
holder is not functioning safely and competently in the provision of their
role functions or if the employer terminates their employment.

Emergency License Renewal
EL holders who have ongoing employment related to an immediate need for nursing
services in response to an actual or potential threat to public safety, health or welfare may
be eligible to renew their EL for an additional 3-month period as follows:
1. Email CRNNL to request an EL renewal;
2. Arrange for employer to complete the Employer Declaration Form – EL Renewal to
validate ongoing employment related to the emergency public health response to
COVID-19;

3. Return the completed employer form to [email protected]
4. Await confirmation from CRNNL that the EL or EL-C has been renewed
