Emergency Registration and Licensure

An emergency registration and licence may be issued to qualified individuals where there is an immediate need for registered nursing services, including nurse practitioners due to an actual or potential threat to public safety, health or welfare (e.g., public health emergency).

Emergency Registration and Licensure

Emergency licences may be issued in two categories:


Emergency Licence (“EL”) A licence issued to practice nursing in Newfoundland and Labrador without conditions during the COVID19 pandemic response for a time limited period, as a registered nurse or nurse practitioner in accordance with the Registered Nurses Act (2008) and Registered Nurses Regulations (2013).


Emergency Licence with conditions (“EL-C”) – A licence issued to practice nursing in Newfoundland and Labrador with conditions during the COVID-19 response for a time limited period, as a registered nurse or nurse practitioner in accordance with the Registered Nurses Act (2008) and Registered Nurses Regulations (2013).
